This isn’t a Zigbee issue but a Homey issue: Homey simply cannot send commands to multiple devices at the same time without some random commands getting lost. This has been an issue for years now, so we have to assume it cannot be fixed.
You can try using an app like < group > to work around the problem, as that has the option to introduce delays in between the commands when controlling multiple devices.
