I think that is possible, but a step-by-step plan would be useful
Would you be able to use the cloud backup or does it have to be a local backup?
How is this going to be different than migrating to a new Homey?
I have done just that yesterday. As @robertklep said, make a cloud backup from your old Homey, switch it off and then setup your new Homey and accept the option to restore a backup.
For me it failed to get the z-wave devices at first, but I just did a factory reset and set it up again and everything was restored. I had to reinstall my apps that had been installed via the CLI, but it retained all the devices from those apps and the information.
Oh, and tado and Withings devices need to be repaired as it didn’t seem to migrate the login for those, but that was as simple as selecting the repair option and logging in again..

Thank you for the information. I just bought the HP26 yesterday and will return my HP23 to amazon since it is still eligible to return. I have only had it for 20 days.
Do you perhaps know if repairing all Zigbee devices (so via the maintenance option in the device’s advanced settings) is required? I understand that if you go from a pre-2023 model to a 2023/2026 that is required. But since the 2026 model has the same Zigbee hardware as the 2023 model, I am wondering if repairing is needed. Would save a lot of opening wall sockets to access the pairing button for built-in switches

The reason it was required from the older models to the 2023 is because the older ones used a very different Zigbee chip. I’m fairly sure that the HP2026 only got a compute module upgrade, so the Zigbee(/Thread) chip will be the same and migration should work without problems (famous last words…).

I followed the “procedure” to migrate from HP 2023 to HP 2026. Zigbee devices come back into service, but none of the Zwave devices do.
In developer tools the only Zwave device is the Homey (as coordinator). Following I have ptp the HP 2026 for half an hour, after booting again waited 1-2 hours but still no Zwave device except the HP 2026. Then I powered down from grid the Fibaro dimmers etc. but after restoring power nothing happened in the Zwave network.
As I have mainly Fibaro zwave devices build into the walls they are not easily accessible. Nor is resetting the Zwave network a preferred option as I have a lot of them.
Putting the HP 2023 back in and all Zwave is restored.
What am I missing here? What about this (payed) cloud back-up service as it is quite useless when such a crucial service is unusable when just switching hardware.
Try to reset the HP26 again and restore the beckup again. I also had this ussue at the first restore from HP19 to HP23. The second one worked. Perhaps the Zwave chip was not ready at restore.

Goede tip! Heb de HP 2026 terug naar fabrieksinstellingen gezet en uit mijn account verwijderd. Daarna opnieuw een restore gedaan en jawel, alle devices incl Z-wave zijn weer terug in dienst. Ook all Apps, op Tuya Cloud (wil ik sowieso vanaf) en mijn eigen Anthem MRX (developer-state) na.
Bedankt voor de tip en hopelijk hebben anderen hier ook iets aan.
Yes, Homey supports full backups and restores. You should be able to backup your Homey Pro 2023 and restore it on the 2026, keeping devices, flows, and settings. Just note some apps/drivers may need updates to be compatible…
No, There is no difference between 2023 and 2026 for Apps.
