You can connect it via the “Xiaomi Mi Home” app. You need to add the gateway in the app settings (More→Settings→Xiaomi Mi Home)
Afaik, xiaomi only accept matter lights and plugs via wifi (no thread yet) to its ecosystem but does not expose its devices via matter to other ecosystems.
But why does it need to go through Matter? There is the Xiaomi Mi Home app which should work:
