Philips dimmer switch gen 3 behavior in Philips Hue without the bridge

I have HP2023
App- Philips Hue without the bridge
Devices:
Philips dimmer switch (gen 3)

and 2 lights that I want to control them separately with this dimmer switch

  1. Ledvance Bulb 1 has a flow associated with the Button Action Hue short release
  2. Philips Bulb 2 has a flow associated with the Button Action on/off short release
    Please see the 2 flows i picture bellow.

The problem is that when I press the Button on/off (short release) that only control the Phillips Bulb2, it is also switch on the Ledvance Bulb 1 , and there is not an associations between those two. And I disabled all others flows to be sure. I reseted the app, I used another similar switch, nothing…the same weird stuff.
I thought that both buttons (the on/off button and the hue button) can behave the same for separate bulbs in this Philips Hue without the bridge community app.

Do I missing something?

So nobody has this Philips dimmer switch (gen 3) to test this scenario ? Or how can I debug this thing?

Have you tried “Short press” instead of “Short release”? I have never understood the “Release” functions and got them working.
