FWIW, that wasn’t enough for me to fix it, I had to remove the iOS app completely, then reinstall it, then log in to my HP2023, switch to my HP2019, then switch back to my HP2023, and at that point I got the “Do you want to receive notifications” popup.
Instead of switching between Homey’s, logging out and back in might be enough too, but the reinstall was necessary for me.
