Is there a smart plug without on/off option, only monitoring ist the device is on or off?

I want to moniotor a heating device, but i do not want the option to turn it on via GUI. Is there a smart plug where i can switch off the on/off function?

I have different Z-Wave and ZigBee smart plugs in use. And for all these smart plugs there is an option in the advanced device setting called “Always On”. If you switch this to “Yes” it’s not possible to switch the smart plug off via GUI anymore.
