If your devices are connected locally, they will continue to work via Flows.
If you have recently connected to Homey with the phone app, you should should still be able to connect locally, but it does require an Internet connection to authorise itself every now and then.
So the statement is only partially correct.
Hereās the corrected statement: āThe cloud is only used when absolutely necessaryā.
The text in the picture says ā always up , even when your internet is downā and does not state this is only true for local connected devices. And quite some apps work via the cloud.

Iām not a real techi person what really sold this Homey pro early 23 was the fact it says your stuff will still work with the Internet outage .
Iām sorry if Iām being stupid so I just expected it to do for example Internet was down so just expected to be able to control through the Homey app but that wasnāt the case couldnāt even access the Homey app

The latter (not being able to control Homey when your internet connection is down) is an āissueā (not really an issue but a āfeatureā) that has existed for many years, and many new-time users are disappointed to find out that Homey isnāt as local as they were led to believe.
This doesnāt have anything to do with being tech savvy or not, but with false promises.
Itās just a very expensive item that is not doing what I bought it to do

I still have to work so I have made our home as smart as possible the big problem is when the Internet is down for me itās just been a massive waste of money everything is controlled by voice Alexa now I donāt expect Alexa to work obviously
But I did expect to control lights curtains just basic functionality by the homey app

Well, just a reality check: how often is the internet down, and you can still buy an internet modem with 5G backup. And keep in mind that if the mains is down, everything is shut down.
Reality check: we donāt all live in countries where internet connections are stable.
Also, why would people need to buy a modem with 5G backup when they get sold a device that is marketed as being nearly 100% local?
Agree, but what alternatives does topic starter have? Throw everything away and start again? Besides the costs, which home automation is failsafe enough? Not only for internet outages, but also in manageability, like software upgrades, software and configuration roll back/forward, continuous support, stability, predictability etc?

That is true. What I am trying to say that I have some more feature requests for Homey before I would trust my home fully to it
If you use Apple devices then a free and quite easy solution to enable local app based control of devices connected via Homey when the Internet goes down: use either the built in āexperimentā or @robertklep ās excellent HomeKitty app to expose those devices from Homey to HomeKit then they can be controlled by Apple Home app even when the internet goes down. If you set up the Apple Home app as the primary interface for your partner then it should work (and be already familiar) if the internet does go down again.
This should work, but Homey needs to check your credentials every other two weeks (afaik);
Now, if that check happens to be exactly the day you were testing, you could end up with an āunreachableā Homey.
BUT, what you probably experienced: there is this years old bug, which makes the app say āHomey is offlineā, while solely the app cannot reach it somehow.
After hitting that green button a few (or many) times, it will connect.
This bug seems to disappear when you connect Homey with your local network per ethernet dongle.
I hope you realize everything cloud connected wonāt work either when internet is down.
Your lights and such should use a local radio like zigbee or zwave and such. Homey can control those while internet is down.
