Most probably Homey is not really offline every time

Mind the difference between the APP saying “Homey is offline”, and a broken network connection.
The first issue is a long lasting bug → report to support.
The latter can be checked by pinging Homey’s IP, or by installing Netscan to let Homey ping your router, and log the results with f.i. the Simple Sys Log app

There would be a function, for example that it restarts at a certain time if it does not have a LAN / WiFi connection.

I made one, using the NetScan and Chronograph apps.
NetScan monitors the connection to your router.
Flows:
When connection down
Then start timer X with a duration of 10 minutes

To filter out short hickups:
When connection up
Then pause timer X

Connection is down for 10 minutes:
When timer X has finished
Then restart Homey
