Which Homey Shelly app do you use?
The official Homey Shelly app, or the Homey Shelly Control app, which is currently still in beta?
If the Shelly 1 PM Gen4 generally supports this scene activation, which I don’t know, then a flow card like this should actually be available:
However, the official Homey Shelly app doesn’t seem to support this feature for Zigbee devices. At least, I couldn’t find the necessary Flow card.
The Homey Shelly Control app provides the following flow card for the Shelly 1 PM Gen4 connected via Zigbee:
So here’s my suggestion: Please install the Shelly Control app and add the Shelly 1 PM Gen4 using this app.

That’s not quite right. Zigbee, Z-Wave, Wi-Fi, and Matter devices do, of course, report the switch’s status to Homey. These are all bidirectional wireless protocols.
However, this doesn’t work with devices that use the 433 MHz frequency, such as those from KlikAnKlikUit/Trust Smart Home. With these devices, Homey can only send commands to the device, but not the other way around.
