Maybe you can use HomeyDuino App and an EPS32 device? (not z-wave).
For Z-wave there is a Z-UNO but no Homey App yet, https://z-uno.z-wave.me/shield/
maybe @robertklep, the Shelly specialist, can fix something for this?
Otherwise, if The USB port is powerful enough, you could use a boost converter to get 12 volts from 5 volts and so be able to use a 12 Volts device .
can also be an alternative, probably you need to change the firmware into Tasmota.
