I just include a Shelly i3 in homey and I can not see how to create flows over this device.
Could somebody help me?

Did you read the instructions in the Shelly support topic?
There is a bug in the app version that is available in the app store though. It’s fixed in the version that is available in test but that can not be published until Athom releases Homey firmware 5.x. For more details see the information in some of the last posts in the Shelly support topic.
