Nope, there is no red light. I think you are right. Both plugs are probably dead.
One last thing: those plugs are currently not paired with your new Homey (as I assume you restored a backup when moving from the old to the new Homey)?
You can check existing pairings via the Z-Wave section in the Homey Developer Tools.

Anyway. As the button doesn’t function anymore I’ll throw them out. They’re useless in this way.
I Had the same with two of these smartplugs. One was already on the scrap heap (box with old u/s parts in my closet) for months.
Today I found another one not responding to any inputs of the side button. I wantend to remove the plug from my domoticz system and include it on my Homey pro. But since the plug did not respond to any input from the switch it was not possible. I removed the blue insert from the plug and measured conductivity over the switch when pressing the button. No conductivity measured. So I started fiddeling with a jumperwire to connect both sides of the (tiny) switch with this jumper wire…. and behold the plug started switching. So I jumpered the switch for 10 secs and the red light came on.
Then the task of incuding and with a bit of fiddeling again with the jumper wire I was able to include it in the system.
I grabbed the other plug from my u/s parts box and it turned out it has the same issue. I did the same procedure with this one, and I also was able to include it in Homey too.
So, the plug is working now in homey. The only thing that does not work is switch on/off by means of the button. But honestly that is not much of a problem for me. I only use it for switching remotely and detecting power consumption….. and that works normal.
Not saying that your issue is the same , but I found it note-worthy. Maybe others have the same issue, and can include the switch into their system using the jumper wire. Once it’s included…. the remote switching and power functions work.
