Well, in my case when the Matter/Thread IKEA sensor becomes offline then it is offline both in Apple Home and in Homey so it seems your issue is slightly different compared to mine. I hope IKEA and Athom can improve this in a future release!

A motion sensor does usually have a “blind time”, which kicks in as soon as motion is no longer detected. During this time (usually 30 seconds), the sensor can’t detect motion again (to save battery power).
