Flow - timed subrestriction

Moving from Smartthings to Homey - and trying to get my head around the “flow” method. Got most working, but I have a question :
Example :
I have Fibaro Wall Plug indicating energy (watts). Is it possible to make Homey send me a push message when the energy level goes below 5 watts AND stays below for 5 minutes? This means I do NOT want a push message if it gets below 5 watts for 2 minutes, and the rises above 5 watts.

Get a notification when the washingmachine is ready. We all like to know when the washingmachine (or dryer) is ready. With a few apps and flows we can make that happen.
