Hi,
I previously used the app Philips TV to start a flow when Homey receives a IR signal.
In the last app update Athom removed the ability to start a flow when a specific IR signal was received.
Are there any other apps that I could use for this?

I found out that my Sony TV uses 24W in standby. I put a Wallplug between it, so I can switch it off. The wallplug uses 2W itself.
Now I want to switch it on, when Homey receives a TV-ON signal from the Sony Remote.
I searched the forum, and found your topic asking almost the same: an app that listens to a learnable IR signal, to initiale a trigger card in a flow.
Did you already found a solution?
Homey cannot learn IR signals (and it looks like for devices it does support out-of-the-box you cannot trigger flows with their IR remotes).
You’ll have to look at external solutions, I believe SwitchBot makes a device that can learn IR signals.
