OK, I get it. I have just emulated the same thing to test. I added a new device (Dial Switch) to one of my HUE bridges. Once it was added it automatically showed up in Homey under Devices (top location), and working. Sure, you don’t need to add anything manually on the Homey, it should be there all by itself. I come back to my previous question, is your HUE bridge on the same IP subnet as your Homey? Do you have mDNS enabled on your router? Are you on latest Homey FW? Sorry to keep on asking, just want to help
I retried again and did some more test. Always and again the same behaviour.
Running in an all devices latest firmware.
One network, one ip subnet with fixed ip for Homey and HUE No mDNS
I am quite sure Homey problem, do have exact some behaviour with Aqara hub.

What happen if you have the Philips HUE app running, even while not using it? As test scenario as well…
I don’t think it makes a difference, you will end up having double devices, one Matter and one Hue.
What router / AP’s are you using? Do you have Multicast Enhancement as a setting (IGMPv3)? Is it enabled? Are you also using an Aqara hub for those devices or did you add them as Matter devices directly on Homey? I think the problem is lying somewhere in the mDNS/IGMP/Multicast area and not in Homey.
You can keep Philips Hue app while using Matter. One reason to keep Philips Hue app is for controlling Hue scenes which are not available vie Matter.
What I did was that I paired the devices via Matter, and removed Philips Hue app paired devices. You will still have the Hue Hub access and you can control scenes which are so much better then Homey Moods are the < Groups > app as the Hue Scenes control all lights in the scene simultanuosly.

If the settings are “off” just try to enable them and eventually restart your AP’s & hubs.

A known issue, that is not solved as far as I know is:
If you remove a matter device that is connected via hue, you will not be able to add it to homey again.

If not mistaken @sschot also points out that he has troubles with his Aqara devices over Matter.
Indeed, exact same behaviour… Only Ikea Dirigera over Matter is working correct.Unfortunately still no response from Homey.
In the meantime, of course a lot of times items deleted after removing the Matter connection, but the problem is still the same, previous and last added devices are kicked out…
I do not think this is an issue but as designed. When you delete a Matter device connected over Hue in the Homey application you get a very clear warning that when you remove it you will not be able to add it again unless you remove and reconnect the Matter connection between Homey and the Hue bridge.

Is your HUE the only connected Matter device, or do you have more?
My first Matter device (Dirigera) works good. My second and third (HUE and Aqara) do not work proper and have exact the same behaviour.
Removing Dirigera and test HUE is a big job, I am not fully sure if I want to try that out
I have 3 HUE bridges connected to Homey through Matter, 25 EVE devices (Power plugs and Weather Devices) also connected through Matter directly. So, no other so called hubs besides the HUE bridges. Now going to add 3 Aqara T1 sensors with Matter in the coming hours, also no hub. FYI: Aqara devices: first add them to Homekit, then get a Matter code, add to Homey as Matter devices and then remove from Homekit. The latter is of course for Matter enabled Aqara devices only.
