I’d like the option to use decimals in delay, so 0.5 second, 1.5 etc

You could use the app Chronograph.

Appreciate that, but for the number of delays I use, it would be nice if it was simple functionality. I have a 14 bulb light feature I’d like to gradually turn on, so a 1 second delay is too much between bulbs but 0.5 would do nicely!

Another option is to use the group app < group > App for Homey | Homey.
In device advanced settings you can set a delay in milliseconds between commands being sent to each device.
