How can we make/trigger to ALEXA/Goole ask question

Instead of the user asking Alexa or Google to do something can we trigger based on an event eg. A motion and Alexa asking ‘do you want me turn on the fan /TV for you?’

Then the user just have to say a yes or no rather then saying ‘hey Google Pls turn on the fan in living room’

How to make this possible any idea?

Afaik that is not possible (yet).

I know this is not what you asked, but it might bring some ideas:
Use the Telegram app (however, a phone is needed)
It can send custom pre-defined questions with custom pre-defined answers, so one can answer with speech input (like, yes or no).
