I am trying to set up a flow whereby when I leave the house (presence detection through Homey pro), Alexa asks on all Echos if someone is still there, and unless it gets an affirmative answer Homey will turn off all devices.
Is this achievable?

Currently no atleast not through the echo devices.
With advanced flows you can set a yes/no variable.
Let alexa announce something wait 15 seconds to allow anyone still inside to give a command to flip the yes/no back. After the 15 seconds do something based on that yes/no.
When a flow is marked as favourite it becomes available as scene in the alexa app. Which can be toggled by a custom command routine.
