AFAIK the built-in delay stops as soon as Homey restarts, the screen-shotted flow will never start the KNX card.
Your description is right, only he trigger card in the flow example isn’t. 
You’d replace the trigger with the “When” card "Homey has started’. This triggers the flow after the restart.
