Can HomeyLink app work without an internet connection?

For the use case where there are two Homeys on the same local network, does anyone know for sure whether this connection is maintained without an internet connection, including in the event of resuming after a power cut without internet?

If nobody has already done the experiment then I will do it, but it’s not very convenient so I will have to wait for the family to be out before I try!

AFAIK, the Homey API that it uses requires an internet connection for authentication. It can run for up to 14 days afterwards (without power cuts). DNS is also required initially, for resolving the <ip>.homey.homeylocal.com domain.
