Device does not report status after power failure

I have Gledopto LED controllers - neither in Homey nor in Phillips Hue is it possible to configure the power On state. To solve this situation I placed a switch previously configured in Smartlife to return it to off. so when there is a power outage the lamps remain off when they are re-energized.
