Seeking a power monitoring device to function as a condition in a Homey Pro flow

I have a garden lights circuit controlled by Lutron RA2 Select. Sadly Homey’s Lutron app will not add RA2 Select switches/dimmers.

I have a Hue Outdoor Motion Sensor and Security Floodlight that work fine via Homey.

I am trying to right a flow that will only trigger the floodlight being turned on if the garden lighting circuit is off. So adding a condition to the flow that there needs to be zero power being drawn by the garden lights would work. I have succeeded in doing this using an INNR smart plug with power monitoring as the power element can be included in the flow as a condition. Unfortunately it is not ideal having to have a garden lighting circuit with a plug on the end being plugged into a smart plug which is then plugged in a wall socket.

Have been trying to find an in wall alternative and thought the Shelly EM Mini Gen4 would be the solution but sadly it cannot be used as a condition in a flow.

Does anyone know of an alternative in wall solution that might work. Would prefer if the device is just power management but if it also is a relay I could live with that.

Alternatively has anyone any other ideas how I can prevent the security floodlight from being turned on by the motion sensor when garden lights are on?

Probably it can →
Most devices use tags to store values. You’re ought to use Logics cards for that (to prevent developers from creating loads of AND cards)
Often they’re already proposed when you add an “And” card:

A light sensor (as close as possible to the light?

Use a flow like
When..
motion event
And..
illuminance is below xx lux
Then..
turn on floodlight
