When one create Flow, under WHEN you can only choose binary ON or OFF. If you have many points and at least 1 is in the opposite state, the whole Flow stops. Is it possible to have a state “don’t care” in WHEN? If that’s possible, it will still turn off those left in ON. When I used the IKEA app, I didn’t have this problem.

I have to admit that I do not understand what you want to achieve. Perhaps you can provide an example.
Probably the first misconception is the principle of Homey flows, that a "WHEN”-card is a trigger event. That means the process starts only at the time the state of the device changes to the condition. Many people including me had to learn this.
So
WHEN Switch A is turned ON
means as long as the the switch a is ON or OFF nothing happens, Only in the split second, when the switch was OFF and is switched ON, the flow starts.
That means that a don’t care clause would be something like every second or constantly, which would lead to an always-busy CPU. So it makes no sense.
What might be possible is:
WHEN power_usage changes
AND power_usage is greater than A; THEN do X
ELSE AND power_usage is smaller than B; THEN do Y
ELSE THEN do Z.
That is not don’t care but none of the above, and it is not related to the WHEN-card.
In case you want to create more complex flows, you should look at Advanced Flows. The only issue, they have, is that they can only be created or edited on the Web-Interface of Homey, not in the smart phone app.
