Avergae values of a certain period?

Is there an app that support building average values that can be used later.

E.g. calculate the rolling average power consumption of a smart plug over the last 15 minutes, and then send a notification if the avarage drops below e.g. 10W (e.g. washing machine ready)

You can test with this app, just with an AND card.
