I have had a look at the HA implementation and that can extract a still image from the video stream.
So I think the link you are seeing there is the location that HA has stored the grabbed frame.
Home Assistant will serve the images via its server, making it possible to view your IP cameras while outside of your network. The endpoint is
/api/camera_proxy/camera.[name].
