If you report power through flows (which I assumed that you do), then you can submit signed values where negative values means export. The case I tested with is a flow like this:
Your two issues should also be fixed now. PELS should learn the ceiling of the EV charger. PELS will back off when chargers that are completed (plugged in, but not explicitly in a paused state) rather than continuously try starting the charger.
