You need much more “parameters” when sending an configuration parameter, raw data is for all possible z-wave commands, not just parameters (like the expert parameters) which is only 1 of the many possible command classes. There are several ways to do this:

• Developer → Tools → Z-Wave (with the long code as described in the linked post)
• Advanced settings of the Dimmer 2 → Raw Configuration
• Flow, in the “Then…” section → add card “System/Z-Wave” → Send unprocessed command (or similar)

Afaik, it’s not possible to change parameter via raw configuration if the device is secured included.
