If I have a Zwave door lock and the Homey Bridge Device and an Alexa Hub, can I control the door lock through the Alexa Hub?
If the Z-Wave lock is supported on Homey Cloud, then you can use it from Alexa (with Homey Bridge).

A thought:
A z-wave ( = local protocol ) controlled lock which is reachable by a cloud provider, let alone by 2 cloud providers is not a secure lock.
I just want to say if it’s something is technically possible, it isn’t necessarily always a good idea.
Most smart locks have a backup cilinder/key as well, so that you can still access your house with a physical key when the Z-Wave controller is down.
