I have a few generic 433Mhz remotes, some are cloning and some are fixed, whenever I try to add to my Homey Pro via the generic 433MHZ device it finds and adds it perfectly but only gives me a THEN card to use with it. When I try to use an app like SONOFF, it tells me that it’s illegal to use a 433mhz transmitter in the USA. That is not exactly true as I use them all the time for my garage doors and it’s perfectly legal, it’s only illegal if it’s a high powered transmitter. Does anyone know how to get around this without trying to change the country in the Homey settings which would mess up other stuff in my smart home?

This means you can’t clone a signal? Or does Homey refuse to send a cloned signal?
Correct, it clones the signal of your remote, now Homey can act as your remote as well.
In order to use the remote to control flows on Homey, you’ll most probsbly need a matching app (which already knows all signals a remote can send).
As example, I’ve 16-channel remote, supported by the Trust Smart Home app.
To pair it with Homey, I only need to push one of the buttons.
It then provides for “When” trigger cards for all buttons.

That’s the thing, it doesn’t seem to be able to act as the remote, because it only gives me a THEN card and not a WHEN card
Clear, for the “not allowed” issue, report to Athom support.
For the latter,
in order to get “When” cards at your disposal, a matching app is needed.
Without an app, it let’s Homey act as the remote by transmitting the cloned signal with “Then” cards.
