I can see, that the Philio App for Homey supports the Indoor siren PSE02.

Does it also support the the Philio Outdoor siren PSE04: Philio Z-Wave Outdoor Siren - Z-Wave Outdoor Siren

No, it’s not supported.
In future you can check the App Store or on GitHub which devices are supported. If it’s not listed, then it’s not supported:

You can ask the app developer if he is willing to add the outdoor siren.
There is an email address in the App Store or you can ask on GitHub.
