WHY does “tools.developer.homey.app” AND “my.homey.app” want to “Look for and connect to any device on your local network”:
Because both sites need to access your Homey.

That permission is about local network access. Any site that requests access to a local network device will show that popup. It doesn’t matter what you choose, if you choose Block, it will simply use the cloud to access Homey.
