# Zones is making lists of conditions unnecessary long

I saw the zones conditions, and wondered wy we have  
"Zone x is inactive "  
AND  
“Zone x is inactive for y time”

Why not delete the first and alow time y to be 0, which makes that the same as “Zone x is inactive”
