You can add the action card “Disable flow [Flow\_Name]”, to disable the flow after a notification was sent.
Also add the action card “Enable flow [Flow\_Name]” with 2 hour delay (the time of a dry cycle)

An other way is to create a Y/N variable X
When..
-dryer power changed
And..
-dryer power is below 8
-logic Variable X is NO
Then..
-send notification
-set logic variable X to YES
-set logic variable X to NO with 2 hour delay

You can use [Telegram Notifications app](https://homey.app/a/com.spkes.telegramNotifications), to send a pre-defined question to a Telegram user (or group) when a dryer notification was received;
You can use pre-defined answers to choose from, or let the user enter a valid value or word(s), which can trigger (parts of) a flow:

> Start flow actions using a user entered value, by a reply to a predefined question on Telegram The Telegram app by @spkesDE has the functions to start a flow(part) by replying to a question with picking from predefined answers, but, also, by entering a value. That value can be used to set a target temperature f.i. Built-in conditions: flow should not respond to any message with coincidental valid values the entered value should be within a defined value range the user should be informed …

The flow is importable
