Anyway to send a text message to a phone that is not my own? Whats app is also possible… ---

great but the problem is that i dont see any dutch provider or instructions to set the sms setting up ---

You dont need a Dutch provider to send SMS to an NL phone. I use cheapvoip myself in NL. But know that they are all paid services. ---
