Hallo  
kann mir jemand erklären wieso dieser Flow nicht funktioniert - Kombination mit Lux und Bewegung aus einem Gerät geht nicht, Melder registriert Bewegung aber schaltet nicht

Exchange the Wenn with the Und.  
so When Bewegung geht an… Und Helligkeit ist\< 5 Dann…

Most likely your motion sensor only measures brightness when motion is detected. Hence the trigger need to be the motion event, as @JPe4619 suggests.
