To play specific sound, there is an app for it [https://apps.athom.com/app/com.athom.soundboard](https://apps.athom.com/app/com.athom.soundboard)

To say your voice, Im not sure about this, but there is Google TTS app as well [https://apps.athom.com/app/com.google.tts](https://apps.athom.com/app/com.google.tts)
