Hello Bob and for anyone interested. I had exactly the same problem and I solved the making a factory reset of Homey.  
Brutal and time wasting but the only way I could find.

Na stroomstoring werkt ook mijn bridgeV1 niet meer. Volgens internet kan je resetten door de knop achterop in te drukken. Gedaan. Lampen waren in de Philips app niet meer zichtbaar, echter koppelen direct met de homey hue Zigbee app lukt niet.
