For example, if I want to use voice commands, do I need the Google Nest Mini Wireless Bluetooth Speaker?

yes u can use that model. Or a Home Mini, or a Nest Hub, Lenovo alarm clock, Android phone… pretty much any device with “build in Google Assistant” and built-in WiFi.
