YW! No it’s not you, the app dev chose to use a time wheel as input, apparently tags cannot be used in that case. Maybe, maybe when you ask him nicely, the app developer can add a duplicate card, which takes a string like 13:00, and which should take tags. You can contact him by posting in the S.
