Unfortunately this is not generic behaviour.  
Certain lights will turn on by only changing the dim level, others won’t.

The Moods “example” app [Zone Memory](https://community.homey.app/t/24962) is able to turn on lights at the desired dim level, even if it’s lower compared to the previous dim level.
